Well, we can edit Luxor paths now... But knowing how to edit Zuma paths would be great too. In fact, I prefer Zuma to Luxor. Zuma has just better gameplay and that's the most important thing to me in the sphere-matching genre.
But, well, nobody knows when we posess the knowledge of editing Zuma paths, if ever..

I have an idea! We should contact Jason Kapalka, the designer of Zuma Deluxe! He could help, if he has an e-mail address. I don't think that Popcap would cheat just to make paths, they should have a tool or at least the simple knowledge of how to make Zuma paths. I get ANGRY, too, because of this problem! I will try to contact Jason Kapalka right now!!!

I'm pretty sure that we would need PopCap Framework, if we want to make Zuma paths, since that's the engine they used for their games. If we can get it somehow, maybe this problem will be solved! If it is Popcap's own framework making these files, I sincerely doubt they will hand the knowledge over to us, for all sorts of business/legal reasons. Especially since EA bought it off loll. I know for a fact that Zuma Deluxe was based off the Puzz Loop series (actually almost every game in the genre are) so I'm curious as to how the Zuma engine is made from that game. It's a wild shot.
